The NPC also lets you reset your skills, also at no cost, as long as you meet the level requirement.
Requirements to Use the Mage of Oblivion's Services
The only requirement to use the Mage of Oblivion's services is base level:
Base level up to 70: you can reset both your attributes (stat) and your skills (skill), at no cost.
There is no class restriction: any class can use the NPC's services, as long as the character's base level is 70 or lower. Above base level 70, the NPC stops offering the service.

The Mage of Oblivion can be found in prt_in (60, 173). She is easily identified by her distinct appearance and offers her services for free to characters up to base level 70.
Special Conditions
The services are completely free and can be used without limit, as long as the character stays at base level 70 or below. After passing level 70, the NPC stops offering the service, so make the most of it while you're still finding the best path for your journey in Rune Midgard.
